you will find most people on the whole world learn English
as a second ********..we can't ignore it besides the technologies aroud are in English or even most of it..however the TOEFL is not the most important thing No on the contrary you can find so many people who master English in an excellent way with no toefl degree..but as a matter of fact some companies need it as certificatation of using ENGLISH as they want..and like
